In a bid to enhance national security, BPSS checks were introduced in 2006 by the UK government as the required minimum screening standard for any individual working for or on behalf of a government department.
A replacement for Basic Checks, the improved screening system applies to anyone in a position to access official UK assets or government documents, including classified materials. In this respect, BPSS clearance is particularly relevant to government contractors, members of the military and civil servants; however, it’s also become the screening standard in the financial, communications and energy industries.Start Screening
The Role Of BPSS Checks
In Employment Screening
Further to security and data risks, BPSS screening mitigates the risk of companies unwittingly employing individuals with illegal status or as a result of a fraudulent employment application as well as highlighting any potential reputational damage that might arise.
While BPSS is an in-depth and often complex employment screening procedure, CV Insight offers companies and government organisations a fast, accurate and compliant way to manage the entire process. With CV Insight providing a secure and easy-to-use online platform, employers in both the public and private sectors can have their employees fully screened at a low cost, both in terms of time and money.Get In Touch

What Is A BPSS Check?
The BPSS screening process involves 4 verification procedures, often referred to as RICE.
- Right To Work
This check validates an individual’s nationality and immigration status as well as
verifying their right to take up the position.
An electronic identity check that verifies an individual’s name, address, any aliases
they may have had, and any accounts and links associated with them.
- Criminal Records
A DBS check (Disclosure & Barring Service) screens for any unspent convictions on
an individual’s record.
- Employment History
Verification of an individual’s employment history covering a minimum period of 3
Requirements and Recommended Roles in BPSS Screenings
Further to these checks, individuals are required to disclose any periods of 6 months or more spent in a foreign country during the previous 3 years in compliance with the Immigration, Asylum and Nationality Act 2006.
Although the burden of BPSS screening checks typically falls on HR departments, government guidelines advise that, where possible, HR departments should conduct BPSS screenings with the involvement of security services and legal advisors.
Be Carried Out?
Needless to say, given the vital nature of the information contained in BPSS screenings, the checks are normally conducted prior to a candidate’s employment. That said, pre-employment screening only provides an analysis of an individual at one particular moment in time. Given the sensitivity of the assets that many organisations are involved with and the fluid nature of any individual’s personal circumstances, many employers commit to a regular rescreening of employees.
Rescreening ensures that any potential risks to an organisation are minimised and that an employee remains the optimal choice for their positions, certainly in instances where an employee’s role has changed.
Further to this, with third-party contractors often having access to the same sensitive data as a company’s full-time employees, it’s wise for organisations to screen contractors to the same level of scrutiny as their in-house staff.Get In Touch

BPSS stands for Baseline Personnel Security Standard.
The BPSS is a minimum standard of background checks and security screening used in the United Kingdom. It is primarily employed for individuals working in government departments, government contractors, and other organisations that handle sensitive information or have access to secure facilities.
BPSS clearance is commonly required by government agencies, defence organisations, and other public sector bodies in the United Kingdom. It may also be required by private sector organisations that have contracts or partnerships with government entities and need to comply with security standards.
